Legislative Initiative

Faced with various issues that require legislative proposals, we need to not only boost communication with our frontline social workers on their work experiences but also continue to connect with external resources, encourage formal visits with government officials, and submit proposals to the Legislative Yuan. Legislative initiatives cannot be completed in one go. They require the long-term cooperation of workers in the field and advocates. We must serve while advocating to make a real difference in Taiwan’s laws.

Why we need Legislative Initiative

At the Garden of Hope, when we encounter difficulties that cannot be solved by scrutinizing current legislation or the administrative system, proposals for new legislation or legislative amendments become the key. However, it is impossible to see new legislation or legislative amendments through in a short time. Therefore, drawing upon prior advocacy work, collating textual and practical materials, building alliances with the wider community, meeting with legislators from various political parties, and making effective use of the media are all key tasks in legislative advocacy.

At the Garden of Hope, when we encounter difficulties that cannot be resolved by the current laws or administrative system, proposals for new or amended legislation are key. However, it is impossible to see new or amended legislation through in a short time. Therefore, drawing upon prior advocacy work, collecting related literature and documented experience, building alliances with the community, meeting with legislators from multiple political parties, and making effective use of the media are key tasks in legislative advocacy.

The passage of these bills allows the people we serve to finally have a way out of their troubled situations, no longer having to resign themselves to fate. Thus, though the process may be long, we will keep moving forward with our legislative advocacy, one small step at a time.

Spearheading the passage of the ​​Personal Sexual Private Image Infringement Prevention Act

In recent years, due to the development of digital technology, there have been increasing cases of leaks of private sexual images. In our work, the Garden of Hope has found that victims of these leaks experience immense physical and mental anxiety. Even if such images are not in circulation, just knowing that someone else possesses them makes victims worry that they may one day be uploaded to the internet. Those whose images get circulated can receive an enormous amount of harassment.



The victims’ immediate concern is usually getting the images back and preventing their further distribution. We need new legislative support that helps victims end the circulation of such images and to work with online platforms to take them down. In short, more support is needed for victims worried about the spread of their private sexual images.

Pushing for the passage of the Stalking and Harassment Prevention Act

The United Nations has listed stalking and harassment, domestic violence, and sexual abuse as the greatest threats to women’s safety. Stalking and harassment are difficult to prevent in the early stages and can thus easily go on for years.



The Garden of Hope has found many victims to be so frightened that they feel forced to change their daily routines and become excessively cautious. It is difficult for them to focus on their work or studies, and they even suffer from physical and mental discomfort. The most extreme cases have resulted in the victims losing their lives.
